Update | Preparation DMS 4.1

Companies have started to prepare themselves for DMS 4.1. There are several elements involved to make the transition to DMS 4.1. In this article we will tell you more about the check of the current situation based on your processes, authorizations and responsibilities.

Are you completely prepared for DMS 4.1?
There are several elements involved to make the transition to DMS 4.1, such as:

  • Check of current situation (processes, flows, authorizations, responsibilities)
  • Impact analyses on DMS 4.1
  • Functional and IT Requirements
  • Selection of Customs automation (software provider)
  • Capacity and expertise
  • Budget

Check of current situation:

Let me start with checking the current situation. In this stage it is important to gather as much as possible information of the current processes. From an Authorised Economic Operator’s (AEO) perspective most of the customs related processes and internal controls are described as well as the administrative organization. This includes the obtained authorizations, administrative requirements and work instructions (use of tools and operational activities). Are the responsible customs officers still on board and is the current control framework still working? In other words, is your organization in control?

From an operational perspective it is useful to check whether the authorizations are still in use. Are the current flows still suitable to maintain a bonded warehouse. Check the duty amounts and re-export flows and calculate if there is still a logical business case to set up an new simplified import procedure looking at the related requirements. Of course there may be logistic or commercial advantages (less delays, controls or improved lead times and customer satisfaction). So gather al this information and make a summary report with the results to present this to the senior management.
