Take the complexity out of Customs Transit

Also known in business as T1/T2 transport, NCTS or DVA declarations (Douane Vervoer Applicatie). Customs transit applies when goods move under customs supervision within or across EU borders, without triggering import duties or VAT.

This procedure is especially useful for moving goods from ports to bonded warehouses, or between EU member states pending final import. While it can look like a logistical formality, transit carries specific risks and reporting obligations that shouldn't be underestimated.

Why transit gets complex?

Even though no customs debt arises during transit, fiscal and compliance risks still exist if:

• Goods are removed from customs supervision too early
• Declarations aren't discharged within the required timeframes
• Incomplete tracking causes gaps between customs and financial reporting

Without a controlled declaration process and end-to-end visibility, transit flows can quickly become difficult to reconcile, especially from a VAT and reporting perspective.

How it works in the Netherlands

In Dutch ports, transit declarations commonly move goods under customs supervision to bonded warehouses or to destinations in neighboring EU countries. Portbase, the Dutch port community system, offers simplifications such as Notification Import Documentation.
