Starting January 1, 2024, Romania will enforce a new eInvoicing mandate for all B2B transactions. This significant change will affect both local businesses and VAT-registered non-resident entities operating in Romania. Understanding the new compliance landscape
- Mandatory XML invoicing: All companies are required to upload invoices in XML format to the Private Virtual Space (SPV), authenticated with the company’s electronic signature.
- Pre-clearance model: Invoices must be validated and stamped by the Ministry of Finance before being sent to recipients. This ensures a higher level of compliance, but also requires precise and accurate invoicing from the outset.
- Grace period & Reporting shifts: While a three-month grace period is offered, starting from January 1, 2024, the initial reporting framework to the ANAF will transition to a pre-clearance system by July 1, 2024.
