Romania: eInvoicing

Starting January 1, 2024, Romania will enforce a new eInvoicing mandate for all B2B transactions. This significant change will affect both local businesses and VAT-registered non-resident entities operating in Romania. Understanding and adapting to these changes is critical for maintaining uninterrupted business in Romania.

Main changes and their impact on your company

  • Mandatory XML Invoicing: All companies must upload invoices in XML format to the Private Virtual Space (SPV), signed with your company's electronic signature.
  • Pre-clearance model: Invoices need to be validated and stamped by the Ministry of Finance before being sent to recipients. The reason for this is to ensure a higher level of compliance. For you, this means that you must invoice accurately from the outset because post-adjustments are no longer desirable.
  • Grace period & reporting shifts: While a three-month grace period is provided starting January 1, 2024, the initial reporting framework of the ANAF will transition to the pre-clearance model mentioned above on July 1, 2024.
