When your goods leave the European Union, no customs debt arises. But that doesn’t mean you’re risk-free.
Most export flows are invoiced with 0% VAT. This means that as an exporter, you must prove to the Dutch Tax Authority that the goods have actually left the EU. Without sufficient proof of exit, you risk additional VAT assessments and penalties.
In addition, export declarations often include non-fiscal requirements related to Safety, Health, Economy and Environment (VGEM). These may seem like formalities, but they often require extra attention and coordination across departments within your organization.
Types of export declarations
In the Netherlands, there are several ways to file your export declaration, including:
- Standard (full) export declaration
- Pre-declaration
- Temporary export
- Re-export: e.g. export from bonded warehouse to non-EU member state, followed by transit
Each procedure comes with its own set of requirements and risks. Managing this internally can be complex and resource-intensive.

We do not provide services for goods that are prohibited or carry exceptionally high-risk profiles. For export outsourcing services, we offer Direct Representation (for EU-customers).
Centralised Clearance Export (CCE) – Coming in 2026
Starting in 2026, companies will be able to file export declarations in the Netherlands for goods that physically leave other EU member states.
Through Centralised Clearance Export (CCE), declarations are submitted to Dutch Customs (Supervising Office - CSO), while goods are presented at another EU Customs office (Presentation Office -CPO) for local controls.
Pincvision supports the implementation and application of CCE, when the CSO is located in the Netherlands, Germany and Belgium. We're actively involved in the Dutch national customs consultation group (ODB).
