Germany, get ready for the new eInvoicing!
From January 1, 2025, Germany will see a major change with a new law making e-invoicing mandatory for all businesses. This change, approved by the Bundesrat, means that all businesses established in Germany must be ready to receive e-invoices for taxable supplies within Germany by established German businessess (exception for VAT-exempt transactions).
Gone are the days where you needed recipient consent for most e-invoices, with only small amounts and invoices for tickets being exceptions. Traditional PDFs and paper invoices will soon be considered "other invoices" and will continue to require consent during the transition period.

Who needs to use eInvoicing in Germany?
The regulations apply to businesses based in Germany. This is relevant when both the supplier and the recipient have a registered office, place of management, domicile, habitual residence, or a domestic (VAT) fixed establishment in Germany.
When do the eInvoicing obligations start in Germany?
The German e-invoicing obligation starts on January 1, 2025. Transitional provisions apply only to those required to issue invoices. Recipients must accept e-invoices without restriction.
- By January 2025: Companies in Germany must update their ERP systems to receive e-invoices without restriction.
- 2025-2026: Paper and other electronic invoices (with recipient consent) are still allowed alongside electronic invoices.
- 2027: Taxable persons with a turnover of up to €800,000 in the previous calendar year may continue issueing paper and other electronic invoices (with recipient consent)
- 2028: All established companies must issue invoices electronically.
