Special Procedures

Reduce customs duties. Stay compliant. Minimize complexity.

When using special customs procedures, such as active or passive processing or end-use, the goal is often the same: avoid unnecessary payment of customs duties. But the reality is: managing these procedures requires much more than just the right permit. It demands robust processes, traceability, auditability, and seamless customs declarations. All while keeping your operations running smoothly.

What are special customs procedures?

Active Processing (Inward Processing Relief – IPR)
Used for goods imported into the EU for transformation (e.g. production, repair, maintenance, or destruction). Because these goods are later re-exported, the import duties can be suspended. This procedure is ideal for companies that process non-EU goods regularly and want to avoid unnecessary customs payments.

Passive Processing (Outward Processing Relief – OPR)
Used for goods temporarily exported outside the EU for transformation. Upon return, you only pay customs duties on the added value, not the full value of the goods — reducing your cost base significantly.

End-Use (Special Destination)
Applies to goods imported or exported for a specific purpose or destination, such as use in aircraft, ships, offshore platforms, or specific production processes.
In these cases, customs duties may be partially or fully suspended depending on the end-use.

Common challenges companies face

⚠️ Lack of clarity around permit requirements and internal control obligations
⚠️ Insufficient traceability in IT systems and administrative processes
⚠️ Struggles with maintaining a compliant, well-documented permit administration
⚠️ Fragmented data flows across departments (logistics, finance, trade compliance)
⚠️ Limited internal capacity to stay up to date with legal or procedural changes
