Saber/ SASO (Saudi Arabia)

As of 2020, all consumer goods that enter the Saudi market, whether imported or locally manufactured, must be registered in Saber. Click here to read more about Saber.

Our Saber Service consists of three steps:

  • Product Certificate
  • Shipment Certificate
  • SADAD Payment

First you provide us with your product data and we make sure that your products get registered in Saber via a Certified Body. This needs to be done once for all consumer goods.

Once a year, for all regulated products a Product Certificate needs to be uploaded in Saber. Send us your product data for validation by our specialists to determine whether goods are regulated or non-regulated products. For all regulated products we will provide a Product Certificate issued by a Certified Body. You must renew your product certificates every year. We will monitor the deadline (s) and arrange the renewals for you, so that you are always compliant.

Additionally, on shipment level, you send us your Commercial Invoice (data). Our specialists will check the legal country import requirements to make sure the correct export/import documents, like a Certificate of Origin and Shipment Certificate, are added to your Saudi shipments.

The third step is the SADAD Payment. The Saber system requires the payments to SASO to be made via the SADAD payment (a payment service provider). After we submit the (renewed) product certificate for you, we can also take care of the payment of the SASO fees. This way you only have 1 partner and 1 invoice for all your Saber obligations.

For example, we issue a Certificate of Origin (CO) attested by the Chamber of Commerce and we request a Shipment Certificate. The CO will be added to your physical shipment, and we will upload the Shipment Certificate in Saber. We will also arrange the payment via SADAD for you.

What is a Product Certificate

A Product Certificate needs to be issued for every regulated product group as defined in SASOā€™s Approved Regulations list. Product groups are based on HS Code and Origin. Depending on the product, it is determined which information and documents you must provide when applying for a Product Certificate. Requirements can be found in the product technical regulations. The Product Certificate is valid for a period of one year.

  • Enter product details in Saber, based on KSA Customs Tariff Code
  • Conformity assessment and uploading substantiating documents/verification results
  • Issue the Product Certificate
  • Changes / additions to the Product Certificate are included in our fixed fee

What is a Shipment Certificate

In addition to a Product Certificate, a Shipment Certificate is required for every shipment with regulated products. The Shipment Certificate is valid for that specific shipment only.

  • Verification and confirmation of valid Product Certificates for the shipped products
  • Issue the Shipment Certificate

Work together with your importer and prevent delays

If you are not the importer but the exporter in Saudi Arabia, our service can also be of interest to you. The importer you work with (and who is probably also the distributor of your products) benefits from a fast import procedure. Late payment of the SASO fees, the lack of the correct Product Certificate or the incorrect application for a Shipment Certificate can directly lead to delayed imports. This is a direct disadvantage for your end customers and has a negative impact on your customer satisfaction. Therefore, if you advise your importer to work with Pincvision, you immediately engage a partner who only shares the required information with your importer. This way, you prevent business-sensitive information from your organization from reaching the importer.
