Import Declarations

Stay compliant. Stay in control. Without overloading your team

Importing goods into the Netherlands comes with strict customs obligations. Whether you're using the standard import procedure or the simplified DMS 4.1 procedure, you'll need the right customs authorizations, a compliant administration, and high-quality data. All while keeping your goods moving.

Types of import procedures

There are various customs procedures available in the Netherlands, including:

  • Standard procedure (DMS 4.0): Standard, temporary or pre-import declarations, placing goods under customs procedures
  • Simplified procedure (DMS 4.1): Available under IIAA authorization with AEO requirements and bonded warehouse facilities. Presentation notification and supplementary declarations
  • Special rules for e-commerce via DECO (Douane E-commerce)

Each option comes with specific conditions and regulatory requirements. Navigating them takes time, capacity and up-to-date knowledge. Something many businesses struggle with internally.

Do you work under one or more of the following authorizations?

  • Entry in the Declarant’s Records (EDR. In Dutch known as IIAA)
  • Bonded Warehouse
  • Transit (NCTS)
  • Authorized Consignor / Consignee

Then you know how demanding it is to keep everything aligned: declarations, permits, audit trails, and internal controls. Especially under DMS 4.1.

Future-ready: Centralised Clearance Import (CCI)

As of 2026, companies will be able to declare goods for other EU member states directly from the Netherlands. Through Centralised Clearance (CCI), your declaration is filed with Dutch Customs Supervising Office (CSO), while the goods are presented at another EU Customs Presentation Office (CPO).

Pincvision supports the implementation of CCI when the Customs Supervising Office (CSO) is based in the Netherlands, Germany, or Belgium. We are also actively involved in the national customs consultation group (ODB) in the Netherlands, ensuring close alignment with local developments. Want to explore the benefits of CCI for your business? We’d be happy to advise.
