Several elements are involved in making the transition to DMS 4.1. This includes:

In this article I will tell you more about the impact analysis on DMS 4.1.
Impact analysis on DMS 4.1.
To prepare your organization for DMS 4.1, you need to analyze the impact of DMS against your current simplified (GPA) process. I hope you have already set up a multidisciplinary project team and made a choice for a DMS scenario(s)? If in doubt, re-analyze the offered DMS scenarios and check what the conditions are to meet the requirements.
- Scenario A requires an entry declaration every time you switch to another customs procedure.
- Scenario B requires an additional Audit File for all your (bonded) stock movements.
- Scenario C is an option when you can't take advantage of or meet the other scenarios.
The selected scenarios affect the development and implementation of your future DMS process, for example the need for automated workflows and reporting. Once you have determined the scenario(s), you should also check the availability of data and documents required for certain process steps in the clearance process. Ask your chain partners whether the requirements are feasible for the (real-time) DMS situation. In practice, you may not be able to entry document numbers or transaction data in the declaration due to timing issues in the process. This can lead to delays in administrative and logistical processes. In addition, the mapping of the transactional data model will change so that DMS will impact the current interfaces between the declaration system and your business system(s).
Discuss with your automation partner and internal or external Customs consultant to prepare a data mapping document for DMS and to visualize the possible barriers. During this phase you can think about the expected required capacity and expertise for the further selection and implementation process.
Think one step ahead: it will help you to pre-announce the upcoming DMS change to Senior Management from a budget and capacity perspective. With this you create awareness and you can already propose a budget request.
Customs plans the migration to DMS together with your (future) software supplier, so stay on the same page with these project partners to manage the timing of the migration.
