PackUK releases RAM 2027 framework: what UK packaging producers need to know

Packaging is rated red, amber or green based on the RAM assessment. These ratings influence EPR fee modulation and play an important role in the transition towards a more circular packaging system.

What has changed in RAM 2027

RAM 2027 builds on RAM v1.1 and incorporates feedback from producers, trade associations and technical specialists. The updated framework includes refined material rules, clearer definitions and improved assessment guidance, helping producers assess packaging more consistently.

An important change is the stronger link between technical recyclability ratings and what happens to packaging in practice. Assessments will therefore better reflect how packaging is processed within real-world recycling infrastructure, rather than looking at technical recyclability alone.

When does RAM 2027 apply?

The RAM 2027 framework applies exclusively to packaging supplied in 2027. For producers, this means:

• reporting for 2025 and 2026 continues under RAM v1.1;
• RAM 2027 should not be applied to data from earlier reporting periods;
• producers should start familiarizing themselves with the RAM 2027 guidance now, ahead of the 2027 reporting year.

Looking ahead, the newly appointed Producer Responsibility Organization, UK Packaging PRO, will guide future annual updates to the framework. Full compliance documentation is available via GOV.UK.
