France postpones EPR obligation for professional packaging

Until now, France's packaging EPR legislation has applied only to companies responsible for household packaging, which must register and report through an approved producer responsibility organisation (PRO). The implementation of the Packaging and Packaging Waste Regulation (PPWR) was set to bring professional packaging into this obligation on July 1, 2026.

However, Minister of Ecological Transition Mathieu Lefèvre has raised the possibility of postponing this entry into force. The rationale centers on implementation readiness: while some PROs have been approved to handle professional packaging EPR, the timeline to July 2026 is considered too tight for affected organisations to prepare.
