Understanding Belgium’s 4-Corner eInvoicing Model

From January 1, 2026, B2B eInvoicing will become mandatory in Belgium for businesses established and VAT registered in Belgium. The country has opted for a decentralized 4-corner model, meaning invoices won’t pass through a government-controlled platform, but will instead flow through certified Peppol Access Points (PAPs).

“This is an important difference from the clearance models we see in countries like France or Italy,” explains Danielle van der Meulen-Idema, Senior VAT & Tax Technology Specialist at Pincvision. “In Belgium, the government will not directly validate or approve invoices. The communication happens between businesses via Peppol, supported by certified intermediaries.”

How the 4-corner model works

In practice, the model involves four parties:

1️⃣ The supplier’s system (ERP or eInvoicing platform)
2️⃣ The supplier’s Peppol Access Point (PAP)
3️⃣ The customer’s PAP
4️⃣ The customer’s ERP system

Each PAP acts as a secure gateway that ensures data validation, delivery, and compliance according to Peppol standards. “It’s a model that balances control with flexibility,” says Danielle. “Businesses keep ownership of their processes while still operating in a fully compliant and traceable network.”

What this means for your organisation

The model is designed to make eInvoicing scalable and interoperable across borders. But it also introduces practical questions:

  • How will your ERP connect to a PAP?
  • Will your current data structure meet Peppol BIS 3.0 requirements?
  • How do you ensure the same setup works across other countries with different models?

    “These are not just IT questions,” Danielle notes. “They’re about aligning tax, finance, and technology teams early so you’re not forced into reactive solutions later.”

The road ahead

The 4-corner model will serve as Belgium’s foundation not only for eInvoicing, but also for upcoming eReporting obligations in 2028. By starting preparations now, you can establish a structure that’s ready for both.
