Saudi Arabia expands mandatory MIMR Declaration requirements

The expanded requirements took effect on July 13, 2026 and directly affect exporters shipping regulated products to Saudi Arabia.

More HS codes require an MIMR Declaration

SASO has broadened the scope of products covered by the MIMR Declaration requirement before a Shipment Certificate (SC) can be issued in SABER. The main changes are:

• The expanded requirements have applied since July 13, 2026.
• A Shipment Certificate cannot be approved without verification of a valid MIMR Declaration for products covered by the applicable HS codes.
• If an HS code is listed with fewer than 12 digits, the requirement automatically applies to all corresponding 12-digit HS codes.

If your organization exports to Saudi Arabia, you should verify whether your product HS codes fall within the newly expanded scope to prevent delays in the certification process.

Clarification on the 60-day validity rule

SASO has also clarified how the 60-day validity period of an MIMR Declaration should be calculated and verified:

• The issue date stated on the MIMR Declaration is the official reference date for determining its validity.
• The date displayed after scanning the QR code is not the reference date.
• The difference between the issue date and the QR code date must not exceed 60 days.
• An MIMR Declaration remains valid for 60 days from its issue date. Once this period has expired, the importer must obtain a new declaration before a Shipment Certificate can be issued.

This clarification applies to both previously issued and new MIMR Declarations.

Recent Shipment Certificates may require follow-up

Shipment Certificates issued between July 13, 2026 and the present without verification of a required MIMR Declaration (while one was required) now require retrospective action.

SASO has instructed Certification Bodies to ensure that affected importers:

• submit a new MIMR Declaration application as soon as possible, and
• provide the approved declaration once it has been issued.

What should you check now?

If you export products to Saudi Arabia, there are three things to review:

• Check whether your product HS codes are included in the expanded list.
• Make sure a valid MIMR Declaration is available before requesting a Shipment Certificate.
• Review Shipment Certificates issued since July 13, 2026 to determine whether follow-up action or a retrospective declaration application is required.
