Major legislative overhaul of EPR in Portugal

In 2018 there will be some changes with regard to the Extended Producer Responsibility (EPR) in Portugal.

As of December 11, 2017, all 13 legal texts related to EPR have been consolidated into one single law, Decree law 152D/2017.

This legal change is done to increase the legal certainty for affected producers. This Decree law will cover several waste streams, including WEEE, batteries, packaging, oils, tires and vehicles. All affected producers now are required to register with the Portuguese Environmental Agency.

The Portuguese authorities have set up a web portal, called SILIAMB, to accommodate this. As of July 2017 registration has been possible for packaging producers. Starting on January 1, 2018, producers of WEEE will be able to register as well. The new legislation will also entail some new rules and obligations for producers. Implementation of these new rules will develop over the next couple of months.
