So for these situations, the T2L(f) document is applicable. The document proves that the products, named in the document, were last seen in free circulation within the EU. The goods travel (mainly by boat) from one customs region to another, where on arrival, the origin has to be validated. Thus, the T2L document is an origin document that ensures that (import) duties are not applicable.
From 1 March 2024, this system will change and these documents can only be requested through the new EU system: PoUS. This Proof of Union Status system will replace the T2L system and the usual paper documentation. This is entirely in line with the digitization trend that has been noticeable for some time now.
The introduction of this new Proof of Union Status system will take place in two phases
Phase 1: replacement of the paper T2L and T2LF document. This phase should be fully completed by 1 March 2024.
Phase 2: introduction of the electronic Customs Goods Manifest. This will allow you to request and verify union status certificates for multiple shipments and goods. This phase will be completed by the 3rd quarter of 2025.
