Estonia to raise VAT rates as of July 1, 2025

The Estonian government has officially confirmed a VAT rate increase, set to take effect on July 1, 2025.

The following changes will apply:

  • The standard VAT rate will increase from 22% to 24%
  • The reduced rate of 9% will be raised to 13%
  • The lower reduced rate of 5% will increase to 9%

These adjustments are part of Estonia’s efforts to stabilize public finances and address the country’s growing budget deficit.
