SFDA updates cosmetics regulations for Saudi Arabia

The Saudi Food and Drug Authority (SFDA) has published new regulatory updates that will impact the export of cosmetics and perfumery products to Saudi Arabia.

Circular SFDA 29147/2 introduces amendments to Annexure III, which lists substances that are prohibited in cosmetic products, unless used within defined restrictions.

Key changes:

  • New restricted substances have been added
  • Existing limits have been revised in line with the updated Common Ingredients Glossary
  • Several previously restricted substances have been removed for consistency

Compliance deadlines:

  • From 1 December 2026, all imports must fully comply
  • From 1 December 2028, products already on the Saudi market must comply

    To maintain regulatory approval and market access, cosmetic and perfumery products must meet the updated SFDA requirements before the relevant deadlines.
