The update aligns SABER with the latest Customs Tariff Code list published by the Saudi Zakat, Tax and Customs Authority (ZATCA). The changes will take effect on January 1, 2026 and may impact manufacturers and exporters placing products on the Saudi market.
What is changing?
Several existing KSA Customs Tariff Codes will be removed and replaced by new codes in SABER. These changes apply to products falling under a wide range of SASO Technical Regulations, including:
- Textiles
- Building materials (metals, ceramics, sanitaryware, pipes and related products)
- Pressure equipment and simple pressure vessels
- Electrical equipment and appliances
- Machinery and lifting equipment
- ICT devices
- Electric vehicles
- Vehicle spare parts
If your products fall under one or more of these categories, your SABER registrations and future shipments may be affected. (Check the detailed list of affected KSA Customs Tariff Codes)
Impact on existing certificates
Valid Product Certificates of Conformity (P-CoCs) and Shipment Certificates of Conformity (S-CoCs) issued under the current tariff codes remain valid until their expiry date. When these certificates are presented at Saudi ports or borders after January 1, 2026, Saudi Customs will assign the new tariff codes during customs clearance.
What should exporters do now?
If you export to Saudi Arabia, this is a good moment to:
- Review which tariff codes apply to your products
- Check whether your SABER registrations will need updates in 2026
- Ensure internal product classification and documentation remain aligned
Even when certificates remain valid, mismatches between tariff codes and product data can cause delays during customs clearance.
