PVoC Program Kenya resumed

PVoC program

The Pre-Export Verification of Conformity (PVoC) program for Kenya ended on March 31. A temporary procedure was in place until the PVoC program was resumed. The importer had to submit the request for a Certificate of Conformity (CoC) directly to KEBS (Kenya Bureau of Standards) together with the IDF (Import Declaration Form). These shipments were subjected to physical inspection in Kenya at a surcharge of 0.6% of the trade value of the goods.

Countries covered by the PVoC Program

The program has been operational again since early July and PVoC contractors have been assigned zones of responsibility. For example, SGS has been appointed for the majority of zones namely 6 through 16.

Existing registrations or licenses remain valid. Please note, these do need to be re-verified. The registration/license will be fully reactivated when the first shipment is inspected. Providing quality documents, such as test reports or datasheets, is required with every inspection. After the inspection, it is possible to use the registration and/or license as before and requests for a CoC are handled as usual. Nowadays, the number of inspections has been increased to 10% of the number of shipments per year.

Inspection at destination

It is also still possible to do the inspection in Kenya, however the handling fee has been increased to 5% of the FOB value.

Countries NOT subject to PVoC Program

Shipments departing from a non-regulated zone are subject to a destination inspection at a surcharge of 0.6% of the approved customs value with a minimum of USD 265 and a maximum of USD 2,700.
