PVoC for PAU (Petroleum Authority Uganda)

If you are involved in the export or import of specialized equipment or materials for oil and gas projects in Uganda, it is your responsibility to ensure pre-export verification of conformity (PVoC) before shipping. Our partner SGS has been contracted to provide PVoC services under the new Petroleum Authority Uganda (PAU) program, implemented on February 15, 2024.

The PAU is tasked with overseeing and regulating various aspects of the petroleum industry in Uganda, encompassing exploration, development, production, refining, gas conversion, transportation, and storage. This involves ensuring compliance with applicable laws, regulations, guidelines, statutes, and international best practices governing the petroleum sector. Furthermore, the PAU is obligated to guarantee that oil and gas sector development contributes to value addition within the country and generates enduring societal benefits.

Key regulatory focus areas include:

  • the efficient management of resources
  • commercialization processes
  • environmental and social protection
  • petroleum data management
  • stakeholder engagement
  • economic analysis
  • cost efficiency
  • national content development
  • health, safety, and security
