From exemption...
Currently, Ireland operates under a 'Major Producer' threshold for packaging EPR. This provides an EPR exemption for companies that:
- do not meet the dual criteria of an annual turnover exceeding €1 million
- and a packaging volume of more than 10 tonnes placed on the Irish market.
However, this is about to change significantly due to Ireland following the trend of the EU Packaging and Packaging Waste Regulation (PPWR). As the EU moves from a Directive to a Regulation by August 2026, Ireland will also follow suit and phase out its 10-tonne exemption.
... to obligation
From August 2026, companies that were previously “invisible” to the system - such as those shipping only a few tonnes of packaging - will face:
- Mandatory EPR registration
- Ongoing packaging reporting obligations
From 2027, requirements become even more detailed. You will need to:
- Granular data tracking, ensuring that you can report packaging at a component levels
- Maintain structured, accurate datasets for reporting
