The Swiss Federal Council has released a draft Extended Producer Responsibility (EPR) ordinance for packaging, representing a major step in the country’s circular economy policy.
This new law will replace the 2000 ordinance on beverage packaging and extend obligations to all packaging types:
- Single-use and multi-use packaging
- Beverage packaging
- Service packaging
- Plastic packaging, regardless of material
Key requirements
Producers and distributors will need to ensure that packaging:
- Uses the minimum feasible volume or mass
- Avoids recycling obstacles
- Contains the highest technically and economically feasible recycled content
Timeline
- 1 January 2027 – Ordinance expected to enter into force
- 1 January 2028 – Take-back obligations apply
- 1 January 2029 – Reporting obligations apply
The draft was notified to the World Trade Organization (WTO) on 10 July 2025 and is open for public consultation until 16 October 2025.
