Include ‘revised rules’ on proofs of origin for Egypt and Morocco

Do you export goods from the EU to Egypt or Morocco using preferential origin? Since early 2026, this requires extra attention. These countries now only accept proofs of origin if they explicitly include the wording ‘revised rules’. If that reference is missing, there is a real risk of delays or refusal at import.

What has changed?

As of 1 January 2026, the revised rules of origin within the Pan-Euro-Mediterranean (PEM) zone apply. These updated rules make it easier in many cases to qualify goods as having preferential origin.

For most PEM countries, there is no obligation to mention this separately on an EUR.1 certificate or in a statement on origin. Egypt and Morocco are the exceptions.

Why do Egypt and Morocco require this?

Egypt has introduced new national legislation. Under these rules, proofs of origin issued under the revised PEM rules are only accepted if the wording ‘revised rules’ is clearly stated.
Morocco follows the same approach through internal policy.

If this reference is missing, customs authorities may reject the proof of origin. The result? No preferential duty treatment and potentially additional costs or delays.

What does this mean in practice for your exports?

If you use:

  • an EUR.1 certificate, or
  • a statement on origin,

for shipments to Egypt or Morocco, make sure you consistently include ‘revised rules’:

  • in box 7 of the EUR.1 certificate, or
  • in the text of the statement on origin.

It is a small addition, but one that can prevent unnecessary issues at the border.

Alignment within the PEM zone

Authorities and other stakeholders are in discussion with PEM partner countries to further align the application of the revised rules of origin and reduce differences in interpretation.

If a proof of origin is rejected in another PEM country because the wording ‘revised rules’ is missing, it is advisable to report this to your customs contact point. This helps make inconsistencies visible and supports further alignment.

Update February 11, 2026: Certificates of origin issued remain valid

Following clarification from the Moroccan authorities regarding the revised Regional Convention on Rules of Origin under the Morocco-EU Association Agreement and the Morocco-Türkiye Free Trade Agreement: origin proofs issued by the EU and Türkiye (EUR.1 certificates and origin declarations) remain valid even if they do not include the mention “REVISED RULES,” since both parties have already ratified the revised Convention. The requirement to include the wording “REVISED RULES” therefore applies only to exports to Egypt.
