From 1 October 2025, all products imported into Saudi Arabia – both regulated and non-regulated – will require a Shipment Certificate before a Customs Declaration (Bayan) can be submitted.
Bayan is the National Electronic Single Window for international trade and transport reporting in Saudi Arabia.
What does this mean for you?
- A Shipment Certificate will be required for every consignment.
- No Bayan submission without the certificate.
- Delays in obtaining the certificate may lead to clearance issues and extra storage costs.
Risks of non-compliance
Failure to comply may result in:
- Missed delivery deadlines
- Additional port charges
- Demurrage fees
How to prepare
- Apply for Shipment Certificates as soon as shipping documents are available.
- Build in extra lead time for approvals in your logistics planning.
✅ Stay ahead of the change to keep your supply chain running smoothly.
