Addition Update: Shipment Certificate Mandatory in KSA from October 1, 2025

From 1 October 2025, all products imported into Saudi Arabia – both regulated and non-regulated – will require a Shipment Certificate before a Customs Declaration (Bayan) can be submitted. Bayan is the National Electronic Single Window for international trade and transport reporting in Saudi Arabia.

What does this mean for you?

  • A Shipment Certificate will be required for every consignment.
  • No Bayan submission without the certificate.
  • Delays in obtaining the certificate may lead to clearance issues and extra storage costs.

  • Demurrage fees

How to prepare

  • Apply for Shipment Certificates as soon as shipping documents are available.
