Under the ITA, exporters and importers can use "self-certification" to prove the preferential origin of goods. This means that current EUR.1 certificates and invoice declarations will no longer be valid. Self-certification will be carried out through origin statements or based on "importers' knowledge" and can apply to multiple shipments of identical products.
Three Key Changes
As of February 1, 2025, the following changes will take effect:
1. Expiry of EUR.1 Certificates and Invoice Declarations:
EUR.1 certificates and invoice declarations issued under the former association agreement will no longer be accepted as proof of preferential origin. For goods imported or released for free circulation in the EU or Chile from this date, claims must be based on an origin statement or importers' knowledge.
2. Preferential Origin for Stored Goods:
For goods in temporary storage, customs warehouses, or free zones as of February 1, 2025, preferential origin must be proven with origin statements.
3. Transition to REX Numbers:
Approved exporter numbers under the previous association agreement will be replaced by the "REX number." For EU shipments exceeding €6,000, an origin statement with a valid REX number is required. Exporters needing a REX number can find information on how to apply on the EU website.
