This change is part of a broader EU reform that began more than ten years ago, aimed at reducing the administrative burden on businesses. Since 2022, EU Member States have been exchanging microdata on intra-EU exports. From 2026 onward, Finland will rely entirely on these export data from other Member States to compile its import statistics. As a result, a separate arrival declaration will no longer be necessary.
What exactly will change?
- The Intrastat arrival (EU import) obligation will be fully abolished for all companies in Finland;
- Only dispatches (EU exports) will remain subject to Intrastat reporting; the threshold remains €800,000;
- Finnish Customs will compile EU import figures based on export microdata supplied by other Member States;
- Companies will receive an official notification regarding this change.
Why this change?
The EU has been working for many years to eliminate duplicate data collection. The principle is simple: Member States collect export data, and import statistics are derived from these exports. Finland is one of the countries now fully adopting this method.
Impact for companies
For businesses sending goods to or receiving goods from Finland, this change represents a clear simplification. Arrival declarations will no longer be required, while existing dispatch obligations will remain in place.
