Digitalisering van het ATA Carnet: Pilot project van start gegaan

An initiative to digitize the ATA Carnet international customs document has started with the launch of the Mercury II Pilot Project. As we earlier announced, the World Chambers Federation of the International Chamber of Commerce (ICC WCF) announced the start of this pilot project to digitize the ATA Carnet: a customs document allowing duty- and tax-free movement of goods for up to one year.

ATA Carnet: Ideal trade facilitation tool

Established in 1960 under the joint efforts of World Customs Organization (WCO) and the International Chamber of Commerce (ICC), the paper based ATA Carnet is currently in force in 78 countries and economies throughout the entire world.

The customs document has become globally recognized as an ideal trade facilitation tool dedicated to the temporary admission of goods. For the last 10 years digitizing this paper document has been a key strategic priority among all stakeholders including ICC, the World Customs Organization (WCO), National Customs authorities, national guaranteeing and issuing associations and ATA Carnet holders.

After extensive trainings and internal tests since June, the International Chamber of Commerce’s (ICC) digital ATA Carnet lifecycle management system is live since October 1. Running for a six-month period, real testing will be undertaken in six pilot countries: Belgium, China, Russia, Switzerland, the United Kingdom and the United States. Germany was in involved in the development and conversations but won't take part in the pilot project.

Digital ATA Carnets

Established by ICC’s World Chambers Federation and endorsed by the World Customs Organization, the Mercury II Pilot is a pioneering digital solution allowing users to digitally download ATA Carnets to their mobile wallets, prepare declarations via their mobile devices and receive transaction confirmations. In addition, customs authorities can read the Carnet data and complete transactions electronically. The digitization of the ATA Carnet procedures aims to facilitate transactions, increase data security, reduce exceptions and improve administration for all stakeholders worldwide.
